Ms. Hayes joined the University of Georgia in 2002 as Director for the Community and Regional Development Division of the Carl Vinson Institute of Government. She previously held the position of Director of the Office of Downtown Development for the Georgia Department of Community Affairs. From 1993-1997, Ms. Hayes served as Chairman of the Hall County Commission, the only female ever elected to that position. During that time she served as Chairman of the statewide Natural Resources and Environment policy committee for the Association County Commissioners Georgia. She presently serves on the Georgia Cities Foundation Advisory Board, the Georgia Downtown Association Board, and is a member of the Georgia National Register Review Board. Current interests: administration, downtown development, ethnophotography, community leadership and civic engagement.
