Empower National Governments and Their Partners to Mainstream, Implement and Review Agenda 2030
UNITAR is stepping up its training initiative to help national governments and other stakeholders build capacity for the mainstreaming, implementation and review of the Agenda 2030. This new agenda will require all countries and stakeholders to work together to implement the global goals at national, regional and global levels in accordance with national realities and levels of capacity.
The 2030 Agenda
Training and capacity development are key supporting factors for national governments and stakeholders to translate the new agenda into transformative action at country level. The first national briefing package developed by UNITAR jointly with UN Development Group (UNDG) has been used by a number of countries in Africa, in the Caribbean, Middle East and Asia.
UNITAR is now working closely with the UN family and receiving guidance from its Advisory Council on the 2030 Agenda to ensure its new learning products and tools draw on the best knowledge available. The Advisory Council chaired by Jeffery Sachs, Director of the Earth Institute, includes some of the world’s leading experts on the SDGs such as Manish Bapna (World Resource Institute), Paul Ladd (UNRISD), Mahmoud Mohieldin (Wold Bank), Kanni Wignaraja (UNDOCO), and Marianne Beisheim (German Institute for International and Security Affairs). The new tools are designed to address the capacity needs of government and other stakeholders at national and sub-national levels, and feature useful examples from early starters.
The Institute applies a two-pronged strategy to increase its outreach and enhance the impact of its products and services. First, it develops generic toolkits for the benefit of all Member States. Second, it provides tailored institutional support, training of trainers, face-to-face workshops and e-learning for participants from those countries that are most in need – Least Developed Countries and Small Island Developing States.
The Institute has been developing a series of toolkits to provide support to Member States at two levels:
- Help them put in place processes and structures to mainstream the 2030 agenda, i.e., to integrate the SDGs into national plans and budgets, strengthen monitoring and evaluation capacities and multi-stakeholder platforms, etc.;
Contribute to enhanced horizontal and vertical policy coherence by strengthening relevant knowledge, skills and competences of policy-makers and other key stakeholders.
Training Kit: "Preparing for Action" National Briefings
This integrated toolkit has been created by UNITAR together with UNDG and is being used at country level since May 2015. It contains a briefing package designed for use by national governments preferably in coordination with UN Country Teams and can be easily adapted to each national context. The toolkit includes guidance materials for facilitators, which enables national stakeholders to deliver the workshops themselves. UNITAR experts are available for coaching and support if required.
This training package is available to all and is free of charge thanks to donor support received by UNITAR. It is available in English, French, Spanish, and Russian. The toolkit is to be used for organising national briefings with two main objectives: (a) to raise awareness among key governments and national stakeholders about the content of the Agenda 2030 and implications for the country-level; (b) to enable countries to begin preliminary discussions on mainstreaming the agenda into each national context, including the initial mapping of the SDGs in the context of existing national plans and strategies, and to reflect on priority-setting, as well as data, monitoring and review requirements.

Upcoming Training Tools
The transformative nature of the new agenda requires a significant shift in the way governments and other stakeholders operate. Training and learning is key to the successful implementation of the agenda in a universal and collaborative way. As the Agenda 2030 takes effect in January 2016, UNITAR plans to create online and face-to-face training at national and regional levels to support the shift to the implementation phase of the agenda.
Mainstreaming Guidance Tutorial
This training tool will provide more in-depth learning to support the work of mainstreaming the agenda into each national context and planning system, moving from awareness-raising to action.
Basic and Advanced Training on Statistics and Data
These new training packages are being designed in collaboration with UNDESA to support the work to be done by all countries for measuring, reviewing and recording progress in the implementation of the Goals. Specific modules will delve with improved data collection and the strengthening of national statistical and data collection capacities.
Goal-by-Goal Training Suite
UNITAR is planning a set of in-depth trainings for each of the 17 SDGs especially designed to strengthen the capacity of policymakers and other stakeholders to design and implement holistic policies and integrated actions across the entire SDGs spectrum. This training suite will include a digital library of ‘good practices’ in the area of integrated solutions.
